House Committee on Disability Commends NCPWD, Tasks Commission on Broader Impact During Oversight Visit

ABUJA, May 30, 2025 – In a decisive move to strengthen oversight and ensure full implementation of Nigeria’s disability laws, the House of Representatives Committee on Disability has conducted an oversight visit to the National Commission for Persons with Disabilities (NCPWD) headquarters in Abuja. The visit, led by Hon. Bashiru Dawodu, Chairman of the Committee, marks a critical step in reinforcing accountability, visibility, and the Commission’s commitment to advancing the rights and welfare of Persons with Disabilities (PWDs) across Nigeria.

The oversight function, carried out in accordance with Section 88 of the 1999 Constitution of the Federal Republic of Nigeria, grants the National Assembly the authority to examine the activities and effectiveness of federal agencies. This particular visit was geared toward reviewing NCPWD’s operational progress, achievements, and challenges, with a view to offering legislative support for improved service delivery to the disability community.

Addressing the management and staff of the Commission during the engagement, Hon. Dawodu delivered a passionate reminder of the years of relentless advocacy that preceded the passage of the landmark Discrimination Against Persons with Disabilities (Prohibition) Act, 2018, and the subsequent establishment of the Commission in 2020.

“We are not just here as lawmakers,” he stated. “We are partners in the quest for dignity, inclusion, and social justice for over 30 million Nigerians with disabilities. This visit is to assess how well the Commission is implementing its mandate, identify any gaps, and work together to elevate its impact.”

While commending the Commission for its visible commitment to disability advocacy, policy implementation, and institutional development, Hon. Dawodu noted that more remains to be done. He called for the expansion of the Commission’s outreach and a more robust interface with key stakeholders at state and local government levels.

In response, the Executive Secretary of NCPWD, Hon. Ayuba Gufwan, expressed heartfelt appreciation to the House Committee for their continuous support, especially in areas of policy backing and institutional guidance. He reiterated the Commission’s unwavering resolve to carry out its mandate with dedication and inclusiveness.

“We are working tirelessly to fulfill our mandate,” Hon. Gufwan affirmed. “Plans are currently underway to establish zonal offices across the country, which will bring our services closer to the grassroots. We are also exploring sustainable welfare strategies that will directly benefit persons with disabilities in all 36 states.”

Hon. Gufwan, a renowned disability rights advocate himself, emphasized the Commission’s strategic focus on systemic change and policy-driven development. He noted that under his leadership, the NCPWD is not only advocating for rights but also building frameworks to mainstream disability inclusion in national planning and development.

The oversight visit featured robust discussions on pressing issues such as budget implementation, infrastructural accessibility, data-driven planning, public awareness, and employment quotas for PWDs. Both parties agreed on the need for intensified collaboration to address these gaps and align the Commission’s goals with broader national development plans.

As Nigeria continues its journey toward becoming a more inclusive society, the visit serves as a strong signal that the National Assembly remains attentive to the needs and rights of persons with disabilities. It also underscores the role of the NCPWD as a key government institution in bridging policy with practical, life-changing outcomes for one of the country’s most marginalized groups.

The visit concluded with a renewed pledge by both the House Committee and the Commission to continue working hand-in-hand in ensuring the full implementation of the Disability Act, promoting equal opportunities, and creating an environment where no one is left behind.
