In a groundbreaking move for inclusivity and empowerment, Governor Alex Otti of Abia State has approved the establishment of a Southeast Zonal Office for the National Commission for Persons with Disabilities (NCPWD) in Umuahia. This decision underscores the governor’s unwavering commitment to advancing the rights and welfare of Persons with Disabilities (PWDs) in Nigeria.
The announcement came during a courtesy visit by a delegation from the NCPWD, led by its Executive Secretary, Hon. Ayuba Gufwan, to the Government House in Umuahia. Governor Otti, in his remarks, reiterated his administration’s dedication to fostering a society free from discrimination, where meritocracy and inclusivity thrive.
Governor Otti: A Champion for Inclusion
“We are a government that does not discriminate,” Governor Otti declared. “Whether it is against persons with disabilities, women, or people of different religions or tribes, we operate on principles of merit and inclusivity.”
The governor highlighted his administration’s track record, including the historic appointment of a Head of Service from outside Abia and the Southeast, emphasizing the state’s commitment to breaking barriers.
Governor Otti expressed his pride in hosting the Southeast Zonal Office of the NCPWD in Abia, describing it as a “befitting and symbolic gesture” that aligns with his vision of inclusive governance. He assured the delegation that a state-of-the-art facility would be ready within two to three months to serve as the zonal headquarters, making it a beacon of hope and accessibility for PWDs across the Southeast.
NCPWD’s Appreciation for Governor Otti
Hon. Ayuba Gufwan, speaking on behalf of over 35 million PWDs in Nigeria, praised Governor Otti as a “pillar of support” for the disability community. He lauded the governor’s commitment to inclusivity, noting that the approval of the zonal office marks a significant milestone in advancing the Commission’s mandate.
“There is no better place than Abia State to host this zonal office,” Hon. Gufwan stated. “This decision demonstrates the governor’s exceptional leadership and his dedication to ensuring that PWDs are not left behind.”
Hon. Gufwan also commended the governor for establishing the Abia State Disability Rights Commission, a body focused on addressing the needs and rights of PWDs within the state.
The Need for Regional Representation
The Executive Secretary highlighted the importance of regional offices for the NCPWD, given the Commission’s extensive mandate to improve the lives of PWDs across Nigeria. With over 35 million PWDs spread across 774 local government areas, he noted the challenges of operating solely from Abuja and stressed the necessity of zonal offices to ensure accessibility and effective service delivery.
Milestones in Disability Advocacy
Governor Otti’s inclusive governance has significantly transformed the narrative for PWDs in Abia. Since taking office, his administration has introduced policies and initiatives that prioritize the welfare of PWDs, making Abia a model state for disability inclusion.
Hon. Gufwan acknowledged the strides made under Governor Otti’s leadership, particularly in addressing issues such as education, employment, mobility aids, and access to public spaces. He also appealed for additional support to strengthen the state’s Disability Rights Commission, including addressing funding challenges and providing official vehicles.

Special Adviser to the Governor and Chairman of the Abia State Disability Rights Commission, Mr. David Anyaele, expressed his gratitude for the governor’s dedication to the PWD community. He described the establishment of the zonal office as a “dream come true” and pledged to work tirelessly to remove barriers inhibiting the progress of PWDs in the state and beyond.
“This is a historic moment for us,” Mr. Anyaele said. “Governor Otti has proven to be the most inclusive governor in Nigeria, and his actions have set a standard for others to follow.”

Mr. Anyaele also acknowledged the efforts of Her Excellency, Mrs. Priscilla Otti, in championing inclusivity for PWDs. Her unwavering support has further strengthened the government’s commitment to ensuring that PWDs in Abia enjoy equal opportunities and access to resources.

With the governor’s approval, plans are now underway to finalize the zonal office within the stipulated timeframe. This facility will serve as a hub for advocacy, service delivery, and capacity building, providing PWDs in the Southeast with the tools and support they need to thrive.
