An Inclusive Abia Is Emerging: Governor Alex Otti’s Two Years of Transformative Leadership for Persons with Disabilities

Umuahia, Nigeria – As Abia State marks the second anniversary of Dr. Alex Chioma Otti’s administration, a powerful narrative of inclusive governance is emerging—one that is changing the lives of Persons with Disabilities (PWDs) across the state and inspiring a new chapter of hope, participation, and dignity.

Governor Otti, who took office with a promise of reform and people-centered governance, has distinguished himself by weaving inclusion into the fabric of his administration. Two years down the line, members of the Abia State disability community have reason to celebrate: access is expanding, barriers are falling, and the voices of persons with disabilities are not just being heard—they are shaping the future of the state.

A Governor with a Vision for All

From the onset of his administration, Dr. Otti made it clear that no Abian would be left behind. His inclusive vision has gone beyond rhetoric, resulting in tangible, historic milestones for PWDs in Abia. Under his watch, the Abia State Disability Commission was established and empowered to function independently. The commission, led by committed advocates and professionals from the disability community, is now driving policies and programs that prioritize the rights and welfare of persons with disabilities.

Further amplifying his commitment, Governor Otti facilitated the establishment of the South East Zonal Office of the National Commission for Persons with Disabilities in Abia State, making the state a regional hub for disability inclusion and advocacy.

Representation in Governance

For the first time in the state’s history, persons with disabilities have been appointed into key government positions, ensuring representation at decision-making tables. These appointments are not symbolic—they are strategic, bringing in lived experience and expertise that enrich the government’s approach to inclusive development.

Additionally, the government distributed school buses to special schools, easing mobility challenges for children with disabilities and ensuring safer access to education.

Empowering Disability Leadership and Sports Development

In the past two years, the disability community in Abia has experienced a surge in empowerment and recognition. The state government has provided grants to disability groups, supporting their various economic, social, and advocacy initiatives. Capacity-building programs have been launched to strengthen disability leadership, equipping cluster heads with the tools to effectively represent their communities.

Abia has also become a beacon of inclusion in sports. The state government supported the Abia Paralympics team, while also approving the hosting of the International Para Badminton Championship—a move that has placed the state on the global map for disability sports and tourism.

Inclusion in Government Programs and Beyond

Inclusion under Governor Otti goes beyond appointments and infrastructure. PWDs have been systematically included in all government programs and activities, from empowerment initiatives to policy dialogues. This has significantly narrowed the inequality gap and fostered a stronger sense of belonging among persons with disabilities in the state.

“Dr. Alex Otti has brought down long-standing barriers. Today, we walk with our heads high because we know our lives matter. We are no longer spectators in the governance process; we are participants,” noted a disability advocate in Umuahia.
