DISASTER MANAGEMENT: Attend to Persons with disabilities first during Emergencies, they are more vulnerable.

Comr Mohammed Abba Isa is a person with disability and a disability rights advocate.

I want to bring this advocacy message to the actors working in emergency and disaster risk management at the local, national or international level, and in governmental or nongovernmental agencies, are required to ensure that both mainstream and specific support are available and accessible to people with disabilities in emergencies.

During emergencies, the worst hit is Persons with disabilities and it increases the vulnerability of Persons with disabilities and create new generation of persons with disabilities due to the Injuries.

Persons with disabilities are more vulnerable during emergencies because it is difficult for them to escape from hazards, in the process, they may lose essential medications or assistive devices such as spectacles or hearing and mobility aids; which may lead to leaving them behind if a community is forced to evacuate. People with disabilities may also have greater difficulty accessing basic needs, including food, water, shelter, latrines and health-care services during these disasters and emergencies.

There is need for constructive engagement with stakeholders and humanitarian actors in rapid response on emergency recovery with a phase to be adopted “Build back better” mechanism to ensure that reconstructed infrastructure is not only more resistant to future hazards, but also more inclusive of vulnerable populations, including persons with disabilities, the elderly, and pregnant women.
