Disability Advocates in Kogi State Rally for Inclusive Budgeting and Legislative Amendments

National Association of Persons with Physical Disability Presents ‘Charter of Demands’ to Kogi State Government

In an unprecedented move, the Disability Community in Kogi State, Nigeria, has fervently called for transformative changes in state financial laws and the full execution of existing disability legislation. Led by the Kogi State Chapter of the National Association of Persons with Physical Disability (NAPWPD), the community aims to bolster disability inclusion in the state’s planning and budgeting processes.

Charter of Demands Unveiled

In a public presentation at the Kogi State Office for Disability Affairs (KOSODA), the Disability Community highlighted their dedication to inclusive budgeting and development. The meticulously crafted ‘Charter of Demands,’ shaped through consultations across all 21 Local Government Areas, addresses the rights of persons with disabilities. Barrister Yusuf Iyondo, a prominent PWDs rights activist, emphasized the necessity for amendments to financial management laws and the integration of disability equity into the state’s long-term development plan.

Education and Budgetary Commitment

The Disability Community advocates for the establishment of Education Assessment and Resource Services (EARS) to address the unique needs of learners with disabilities. Additionally, they plea for a budgetary commitment of at least 2.5% of GDP towards disability inclusion initiatives, aiming to prevent disproportionate cuts in allocations to disability-specific projects.

Appeal for Maximum Benefit

Comrade Hassan Sule Destiny, the Kogi State chairman of NAPWPD, passionately appeals to the government to ensure that persons with disabilities fully benefit from resource allocation. He emphasizes the importance of unhindered participation in the state’s growth, highlighting the extra costs faced by individuals with disabilities.

Essential Services for All

The Disability Community urges the Kogi State government to guarantee essential services like education, healthcare, water, sanitation, housing, and employment for people with disabilities. National President of NAPWPD, Comrade Ridwanu Abdulllahi, advocates for consistent engagement with government officials for policy dialogue on disability inclusion.

Building Capacity for Inclusive Budgeting

A two-day capacity-building workshop, supported by the US-Based Disability Rights Fund, stressed the importance of CRPD-Compliant budgeting and advocacy. Participants engaged in focus group discussions, gaining knowledge on budget advocacy and analysis. The workshop aimed to equip the Disability Community with tools and understanding to actively contribute to inclusive budgeting in Kogi State.

This initiative underscores the unwavering efforts of the Disability Community in Kogi State to secure a more inclusive and supportive environment, emphasizing the pivotal role of collaboration between stakeholders for meaningful change.
