In what could become a landmark milestone for disability inclusion and accessible transportation in Nigeria, the Lagos State Office for Disability Affairs (LASODA) and the Lagos State Motor Vehicle Administration Agency (MVAA) have commenced discussions on the introduction of specialised vehicle number plates for Persons with Disabilities (PWDs) in Lagos State.
The initiative, which aims to improve mobility, accessibility, recognition and inclusion for persons with disabilities, was unveiled during a strategic courtesy visit by the management of LASODA to the headquarters of the Motor Vehicle Administration Agency. The meeting provided an opportunity for both agencies to explore practical ways of developing and implementing a disability-friendly vehicle identification system that reflects the Lagos State Government’s commitment to leaving no resident behind.
If successfully implemented, the specialised number plate scheme would represent one of the first major disability-focused vehicle identification initiatives in Nigeria, providing easier recognition for vehicles conveying persons with disabilities while reinforcing the state’s commitment to inclusive governance.
Speaking during the engagement, the Permanent Secretary of the Lagos State Motor Vehicle Administration Agency, Mr. Abdulrasheed Muri-Okunola, described the proposal as a visionary initiative that aligns perfectly with Governor Babajide Sanwo-Olu’s development agenda of building “A Greater Lagos That Leaves No One Behind.”
According to him, the proposed number plates will not only serve as a means of identification but will also contribute significantly to enhancing accessibility, mobility and convenience for persons with disabilities across Lagos State.
He noted that the initiative reflects the government’s determination to create policies that recognize the rights and unique needs of every citizen, particularly those who often face barriers in transportation and public services.
“This is indeed a laudable initiative that aligns perfectly with the principles of inclusive governance,” Muri-Okunola said.
“We are committed to supporting this process and are confident that the collaboration between our agencies will yield positive results.”
The Permanent Secretary further disclosed that preliminary discussions had already begun with the Federal Road Safety Corps (FRSC) regarding the proposed specialised number plates, noting that the Agency would immediately commence the necessary administrative procedures while maintaining close collaboration with LASODA to ensure the successful implementation of the project.
His remarks signaled a strong institutional commitment to turning the proposal into reality, raising hopes among members of the disability community that the long-awaited initiative could soon become operational.
Earlier, the General Manager of the Lagos State Office for Disability Affairs, Mrs. Adenike Oyetunde-Lawal, explained that the visit formed part of LASODA’s broader strategy to strengthen disability-inclusive policies and improve the quality of life of persons with disabilities through innovative interventions.
She stressed that the proposed number plate initiative must be designed to accommodate every category of disability without discrimination.
Beyond persons with disabilities themselves, she advocated that the scheme should also extend to parents of children with disabilities and caregivers who provide daily support, acknowledging the vital role they play in ensuring the mobility and wellbeing of persons with disabilities.

According to her, the specialised number plates would make identification easier while enhancing accessibility and encouraging greater public awareness about disability inclusion.
“Inclusion is not just a buzzword; it is a reality that must be reflected in every policy and system we put in place,” she said.
“Specialised number plates will not only aid identification but also reinforce our commitment to building a society where no one is left behind.”
Mrs. Oyetunde-Lawal further emphasized that achieving an inclusive Lagos requires collective responsibility rather than government action alone.
She challenged stakeholders across both the public and private sectors to become champions of inclusion by supporting initiatives that promote equal opportunities and remove barriers faced by persons with disabilities.
“Inclusion begins with you and me,” she added.
“Every one of us has a role to play in ensuring that persons with disabilities are recognised, respected and fully integrated into every aspect of society.”
The discussions also highlighted the legal foundation for the initiative, with both agencies reaffirming that the proposal aligns with the provisions of the Lagos State Special People’s Law (LSSPL), which established LASODA to protect the rights of persons with disabilities, eliminate discrimination and promote equal opportunities in every sector of society.
Stakeholders believe that introducing specialised vehicle number plates will not only improve identification but also increase visibility for persons with disabilities, encourage respect for disability rights and contribute to safer and more accessible transportation across Lagos State.
For many disability advocates, the initiative represents another significant step toward creating an environment where persons with disabilities can participate fully and independently in everyday life without unnecessary barriers.
The meeting, which was described as highly interactive and productive, concluded with both LASODA and MVAA reaffirming their shared commitment to driving the initiative to completion.
The engagement was attended by directors and senior management staff from both agencies, underscoring the importance attached to the proposed collaboration and the shared determination to translate policy into tangible benefits for the disability community.
As Lagos continues to position itself as a leader in disability-inclusive governance, the proposed specialised vehicle number plate initiative could become a model for other states across Nigeria, demonstrating how thoughtful public policy can improve accessibility, promote dignity and ensure that persons with disabilities are not merely acknowledged, but fully included in society.
