House of Reps Committee Calls for Disability Trust Fund, Tax Exemptions, and Better Social Protection for PWDs

The House of Representatives Committee on Disability Matters has made a strong case for the establishment of a Disability Trust Fund to address the needs of over 35 million Nigerians living with disabilities. The committee’s chairman, Dr. Bashiru Dawodu, made this call during the official signing of a Memorandum of Understanding (MoU) aimed at improving the welfare and opportunities of Persons With Disabilities (PWDs) across the country.

Lack of Compliance with Disability Act Stifles Economic Contribution of PWDs

In his address, Dr. Dawodu lamented the persistent non-compliance with the Discrimination Against Persons with Disabilities (Prohibition) Act, stressing that this has hindered the ability of PWDs to contribute meaningfully to Nigeria’s economic growth. Despite the establishment of the National Commission for Persons with Disabilities (NCPWD), the implementation of the Act remains weak, with only 22 out of 36 states domesticating it.

He called on state governments yet to domesticate the Act to take swift action in the interest of millions of Nigerians living with disabilities. He also decried the meager N2 billion budget allocation to the Disability Commission, arguing that such an amount falls far short of the actual needs of PWDs.

“The allocation of just N2 billion to the Disability Commission is an indication of how the government perceives the worth of persons with disabilities. This is unacceptable. The government must do more to ensure that PWDs receive adequate support, both financially and socially,” he said.

Tax Exemptions, Reliefs, and Incentives for PWDs and Employers

Dr. Dawodu further advocated for tax exemptions for PWDs, stating that persons living with disabilities should not be burdened with taxation given the numerous challenges they face daily.

“It is unfair for persons with disabilities, who already struggle with accessibility, employment, and discrimination, to be subjected to tax payments. They should be exempted to ease their financial burdens,” he stated.

Additionally, he proposed tax reliefs for companies that employ PWDs and manufacturers of disability-friendly equipment. According to him, providing these incentives will encourage the private sector to create more job opportunities for PWDs and ensure that disability-assistive devices become more affordable and widely available.

He emphasized that while the House Committee on Disability fully supports the ongoing Tax Reform Bills, it remains committed to identifying and addressing loopholes to ensure the interests of PWDs are adequately protected.

“We will be presenting our position at the upcoming public hearing on the Tax Reform Bills to push for tax credits, waivers, and incentives that directly benefit PWDs and companies committed to disability inclusion,” he stated.

Scholarships for Special Education Teachers & The Disability Trust Fund Proposal

Recognizing the crucial role of special education teachers, Dr. Dawodu proposed that they should be incentivized through scholarships to encourage more professionals to take up careers in special education.

“Educators who dedicate their lives to teaching children with disabilities deserve better recognition and support. Providing scholarships for them will ensure the sustainability of special education programs across the country,” he explained.

Furthermore, he reiterated the urgent need for a Disability Trust Fund, which he said would serve as a financial safety net for PWDs, funding initiatives such as healthcare, education, skill development, and job creation.

MoU to Expand Medical Access, Talent Development, and Entertainment Opportunities for PWDs

The event also featured the signing of a Memorandum of Understanding (MoU) aimed at expanding nationwide medical access and support for PWDs.

Speaking at the event, the Director of the PWD’s Potential Unhinged Project, Mr. Valentine Ugochukwu Zion, stated that the MoU will provide healthcare support to PWDs in underserved areas, ensuring they receive proper medical attention regardless of their financial status.

Beyond healthcare, the MoU also focuses on talent discovery and development for PWDs, providing platforms for them to showcase their skills in creative industries.

“This initiative will not only provide essential medical care but will also create opportunities for PWDs in entertainment and creative sectors. We are launching a reality TV show to highlight their talents, resilience, and success stories. Additionally, we will be organizing an inclusive musical concert to celebrate their artistic abilities,” Zion revealed.

National Assembly’s Commitment to Strengthening the Disability Act

In closing, Dr. Dawodu assured that the National Assembly is committed to strengthening the legal framework protecting PWDs by addressing any existing gaps in the Disability Act through ongoing constitutional reforms and legislative reviews.

“With over 35 million Nigerians living with disabilities, our nation will thrive when we ensure their inclusion in governance, education, employment, and social protection. The National Assembly will not relent in its efforts to ensure that every PWD in Nigeria receives the rights and support they deserve,” he concluded.

Conclusion: A Step Towards Disability Inclusion

The push for a Disability Trust Fund, tax exemptions, and incentives for inclusive employment marks a significant step toward better social and economic integration of PWDs in Nigeria. However, the success of these proposals will depend on political will, strong advocacy, and collaboration between government bodies, NGOs, and the private sector.

As Nigeria continues its journey toward inclusive governance and development, the call for greater social protection and empowerment of PWDs remains an issue that policymakers cannot afford to ignore.
