Enrollment runs August 10–21 at FCTA General Hospitals as FHIS targets pregnant women, children, elderly persons, PWDs and other vulnerable groups
ABUJA — A major opportunity has opened for vulnerable residents of the Federal Capital Territory (FCT) to gain access to health insurance coverage as the FCT Health Insurance Scheme (FHIS) commences a special enrollment exercise under the Basic Health Care Provision Fund (BHCPF) Health Insurance Programme.
The exercise, scheduled for Monday, August 10, to Friday, August 21, 2026, is taking place across FCTA General Hospital facilities, with enrollment officers available daily from 9:00 a.m. to 4:00 p.m.
Of particular significance to the disability community is the explicit inclusion of persons living with physical or developmental disabilities among the categories of vulnerable persons eligible for enrollment.
The initiative could provide a crucial lifeline for residents who often face significant financial barriers to accessing quality healthcare.
Who is eligible?
According to a notification issued by the FHIS on August 6, 2026, the enrollment programme is designed to cover several categories of vulnerable residents, including:
- Pregnant women and mothers within the immediate postpartum period;
- Persons living with sickle cell disease;
- Children below five years of age;
- Persons living with physical or developmental disabilities;
- Indigent elderly persons aged 65 years and above;
- Indigent persons living with chronic conditions such as hypertension and diabetes;
- Widows and orphans without sustainable financial support;
- Persons living with HIV/AIDS; and
- Indigent persons living with tuberculosis.
Enrollment officers deployed to hospitals
To make the process accessible and efficient, the FHIS says designated enrollment officers will be stationed at the participating facilities throughout the exercise.
The agency has also directed relevant hospital departments, particularly General Outpatient Departments (GOPD), Antenatal Clinics and Medical Social Services, to cooperate fully with the enrollment team.
For persons with disabilities, the development is particularly important given the additional healthcare costs that can arise from rehabilitation, assistive devices, regular medical consultations and other disability-related needs.
A chance that should not be missed
The FCT’s latest enrollment drive represents more than an administrative exercise. For vulnerable residents who struggle to afford healthcare, access to health insurance can mean the difference between delaying treatment and receiving care when it is needed.
Persons with disabilities and other eligible vulnerable residents are therefore encouraged to take advantage of the enrollment window and visit participating FCTA General Hospital facilities during the exercise.
The programme is part of ongoing efforts to expand healthcare access across the FCT and ensure that vulnerable populations are not left behind.
