In a significant stride toward the advancement of disability rights and inclusion in Nigeria, the National Commission for Persons with Disabilities (NCPWD) has outlined an ambitious 6-Pillar Agenda that aims to revolutionize the landscape for Persons with Disabilities (PWDs) over the next four years. The strategic vision was presented by the Executive Secretary of the NCPWD, Chief Ayuba Gufwan, during a recent courtesy visit by a delegation from Christian Blind Mission International (CBM) to the Commission’s headquarters in Abuja.
The agenda, which is set to guide the commission’s policies and programs, underscores the NCPWD’s dedication to achieving the full implementation of the 2018 Disability Act, a landmark legislation that enshrines the rights of PWDs in Nigeria. This initiative marks a pivotal moment in the journey toward inclusivity and equality for millions of Nigerians living with disabilities.
A Vision for Change: The 6-Pillar Agenda
The strategic document, unveiled by Chief Gufwan, outlined six critical pillars that will shape the commission’s activities and ensure that the needs of PWDs are addressed in a holistic and comprehensive manner. The pillars include:
- Strengthening Governance and Institutional Structures: This pillar focuses on building a robust and effective governance framework that will enable the NCPWD to effectively implement disability-related policies. - Development of a National Disability Database: Recognizing the importance of accurate data in formulating effective policies, the NCPWD is prioritizing the creation of a comprehensive national database of PWDs. - Enforcement of Physical and Digital Accessibility: Accessibility remains a critical barrier for PWDs in Nigeria. The NCPWD is committed to enforcing physical and digital accessibility in public and private spaces. This includes advocating for accessible infrastructure, transportation, and technology, ensuring that PWDs can participate fully in society without facing discrimination or obstacles.
- Facilitate Access to Assistive Technology: The commission will work to improve access to assistive technologies that empower PWDs to live independently and participate actively in their communities. This involves providing support for the acquisition of mobility aids, communication devices, and other essential technologies that enhance the quality of life for persons with disabilities.
- Support Equal Access to Employment and Economic Empowerment: The NCPWD aims to bridge the employment gap faced by PWDs by facilitating access to job opportunities, skills development, and entrepreneurship. This pillar will focus on creating a more inclusive job market, advocating for equal employment rights, and empowering PWDs to achieve economic independence.
- Strategic Public Awareness: Changing societal attitudes and perceptions about disability is a cornerstone of the NCPWD’s agenda. Through public awareness campaigns, community engagement, and educational programs, the commission will work to eliminate stigma, promote understanding, and foster an inclusive society where PWDs are valued and respected.

During the meeting, Chief Ayuba Gufwan took a moment to express his deep appreciation for the significant contributions of CBM International in supporting the disability community over the years. He recounted his personal experience with the Mission during his formative years, sharing how CBM’s efforts in reaching out to children with disabilities in the remote areas of Plateau State had a profound impact on his life. “We will continue to cherish our existing partners and also open our doors to prospective donors,” Chief Gufwan emphasized, acknowledging the pivotal role that partnerships play in advancing the cause of PWDs in Nigeria.
The meeting also served as a platform to reaffirm the commitment of both the NCPWD and CBM International toward enhancing the lives of persons with disabilities in Nigeria. In his opening remarks, Omoi Samuel, the Country Director of CBM International, expressed his excitement over Chief Ayuba Gufwan’s appointment as the Executive Secretary of the NCPWD. “We recognize your selfless contributions to the community even before your appointment,” Omoi stated, lauding Chief Gufwan’s unwavering commitment to advocating for PWDs’ rights and well-being.
The CBM Country Director further assured the NCPWD of the Mission’s continued support, particularly in providing technical assistance to enhance the commission’s efforts in achieving its strategic goals.
