In a strong appeal to the Nigerian government, the Civil Society Legislative Advocacy Centre (CISLAC) has underscored the urgent need to prioritize the needs of persons with disabilities (PWDs) through significant budgetary increments in the 2024 supplementary budget and the upcoming 2025 budget.
According to CISLAC, this move is critical for fostering inclusivity in Nigeria’s governance framework and addressing the profound socio-economic challenges faced by PWDs. “Promoting inclusivity in Nigeria’s governance processes and addressing the serious socio-economic challenges faced by PWDs is essential,” the Centre stated emphatically.
CISLAC stressed that socio-economic and political inclusion of PWDs is pivotal for the realization of good governance in Nigeria. The organization highlighted that democracy’s core tenet is equitable treatment for all members of society, with PWDs being no exception. “Inclusivity ensures that all citizens, including PWDs, can contribute to national development,” CISLAC noted.
While commending the federal government and the National Assembly for their ongoing efforts to mitigate the challenges faced by PWDs, CISLAC argued that more substantial measures are needed. The Centre specifically called on the government to enhance budgetary allocations for PWDs, especially considering the current economic realities. Despite the passage of the 2024 appropriation bill, CISLAC urged the government to utilize contingency funds to provide necessary support for PWDs.
CISLAC pointed out that despite the enactment of the Discrimination Against Persons with Disabilities (Prohibition) Act in 2018, the implementation of this legislation has been significantly hindered by insufficient funding. Over 30 million Nigerians with disabilities continue to lack access to essential services such as education, healthcare, employment, and accessible infrastructure. This situation perpetuates a cycle of poverty and social exclusion, severely limiting their ability to contribute to national development.
Barriers to Inclusion
