ES, NCPWD James Lalu Receives GICHD Delegation, Advocates Intervention for Victims Of Mines and Explosion

The Executive Secretary, National Commission for Persons with Disabilities, Mr James David Lalu today 28th March, 2023 in Abuja sought the interventions of the National Humanitarian Mine Committee and the Geneva International Center for Humanitarian Demining for victims of explosions and violent attacks.

Addressing the group, the ES opined that the 2006 Convention on the Rights of Persons With Disabilities (CRPD) has provided an overarching framework for the implementation of Victims’ Assistance in regards to survivors.

“Article 11,12 of the Convention on the Rights of Persons with Disabilities expressly points to the Rights of Persons With Disabilities resulting from Mines and explosive both in the spirit and text” He disclosed.

The ES further explained that it also provided medical care, rehabilitation, psychological support and other measures to facilitate socioeconomic integration.

Mr. Lalu equally seized the occasion to urge the mine Action committee to engage in aggregated data collections of victims across the board in order to ascertain the degree of interventions needed.

He further unpinned the provision of Assistive Devices which can be locally manufactured if sufficiently funded.

In a swift reaction, the team leader of the Geneva International Center for Humanitarian Demining (GICHD), Mr. Valon Kumnova highlighted the Mine Action plan to include: Development of strategies for governments, Technical survey, Gender diversity and Inclusion, Information management, Formation of treaties, Standard operational management.

He finally reiterated the committee’s commitments towards assisting victims of war and Persons with Disabilities in general.
