A Historic Step Toward Full Inclusion and Equal Opportunities for Persons with Disabilities in Enugu State
The Chief Executive Officer of The Qualitative Magazine (TQM), Nigeria’s foremost disability advocacy publication, Comrade Christian Obiora Agbo, has lauded the Executive Governor of Enugu State, Rt. Hon. Dr. Peter Ndubuisi Mbah, for his recent pledge to establish the Enugu State Disability Commission by the end of the first quarter of 2025.
Governor Mbah made this landmark announcement during a town hall meeting held on Saturday, December 14, 2024, at the Government Lodge in Enugu. The meeting, attended by various stakeholders, saw the governor reiterate his administration’s commitment to inclusive governance and addressing the unique challenges faced by persons with disabilities (PWDs) in the state.
Comrade Agbo, a proud Enugu indigene, polio survivor, and seasoned advocate for disability rights with over 15 years of experience, described the governor’s announcement as a historic milestone. He emphasized that the establishment of the commission would pave the way for full inclusivity and equal opportunities for PWDs, ensuring their voices are amplified and their rights are upheld.
A Call to Build on Past Efforts
Reflecting on the significance of this pronouncement, Comrade Agbo noted that it presents an opportunity for Governor Mbah to complete the groundwork laid by his predecessor, Rt. Hon. Ifeanyi Ugwuanyi, who domesticated the Disability Act in the state.
“Governor Mbah’s commitment to establishing the Enugu State Disability Commission will address numerous challenges faced by persons with disabilities in the state. It is also a vital step toward tackling poverty, as persons with disabilities are among the most vulnerable and hardest hit by economic hardship. Addressing their challenges will further alleviate poverty across Enugu State,” Agbo stated.
Inclusion in Leadership: A Key Demand
In a statement issued to appreciate Governor Mbah, Comrade Agbo urged the governor to prioritize appointing qualified persons with disabilities to lead the commission. According to him, such appointments would deepen inclusivity in governance and also follow what is obtainable at the National and many other states.
He linked this demand to the theme of the 2024 International Day for Persons with Disabilities (IDPD): “Amplifying Leadership of Persons with Disabilities in an Inclusive and Sustainable Future.” He stressed that appointing PWDs to leadership positions aligns with global advocacy efforts and embodies the principle that “he who wears the shoe knows where it pinches.”
“There are many capable persons with disabilities from Enugu State who can lead this commission effectively. Their leadership will ensure that the commission truly understands and addresses the needs of our community,” Agbo remarked.
A Call for Comprehensive Disability Inclusion
While commending Governor Mbah for his compassionate leadership, Agbo called on the state government to ensure that all its programs and projects reflect disability inclusion. He highlighted key areas that require immediate attention:
- Accessibility of Public Infrastructure: All public buildings, especially ongoing projects like bus terminals, roads, and schools, must include accessibility features such as ramps, elevators, and other disability-friendly facilities.
- Inclusive Social Intervention Programs: Government initiatives aimed at alleviating poverty and supporting vulnerable groups must incorporate disability-inclusive measures.
- Employment Quota: The implementation of a disability employment quota should be prioritized to empower PWDs economically and reduce their dependence on charity.
“The Disability Law already exists in Enugu. The next step is to ensure that it is fully implemented. All ongoing and future government projects must incorporate accessibility features, and social programs should not exclude persons with disabilities,” Agbo emphasized.

Comrade Agbo also extended his heartfelt appreciation to the First Lady of Enugu State for her unwavering support for the disability community. He acknowledged her consistent engagement with the Enugu State chapter of the Joint National Association of Persons with Disabilities (JONAPWD), describing her as a key ally in the fight for inclusivity.
In addition, he commended the Commissioner for Children, Gender Affairs, and Social Development, Hon. Ngozi Enih, for her instrumental role in promoting the inclusion of PWDs in state policies and programs.
“My gratitude goes to the entire team that made this possible—the commissioners, advocates, and JONAPWD Enugu State. This is a win for all of us, and it reflects the strength of collective advocacy,” he added.

As the countdown to the establishment of the Enugu State Disability Commission begins, Comrade Agbo expressed optimism that this initiative will mark a turning point for the disability community in Enugu. He urged Governor Mbah to ensure that the commission not only addresses the challenges of PWDs but also fosters a culture of inclusivity across all sectors of governance.
“Governor Mbah has shown himself to be a compassionate leader. As we await the establishment of the Disability Commission, I urge the governor to ensure that all government programs are inclusive and that the rights of persons with disabilities remain a priority,” Agbo said.
