In a historic move towards promoting inclusivity and enhancing the welfare of Persons with Disabilities (PWDs) in Nigeria, the Plateau State Government has officially handed over the promised North Central zonal office building to the National Commission for Persons with Disabilities (NCPWD). The symbolic handover ceremony took place on Thursday, November 21, 2024, in Jos, amidst commendations and a renewed commitment to disability inclusion.
The Building
The event, brief but impactful, was attended by key stakeholders in the disability community, government officials, and advocates for inclusion. It marks a significant milestone in advancing accessibility and service delivery for PWDs in the North Central region of Nigeria.
A Heartfelt Acknowledgment
Speaking at the ceremony, the Executive Secretary of NCPWD, Chief Ayuba Gufwan, expressed profound gratitude to the Plateau State Government and its Executive Governor, His Excellency Barrister Caleb Manasseh Mutfwang. Chief Gufwan hailed the development as a landmark achievement and a testament to the state’s dedication to fostering an inclusive society.
“This moment is a reflection of what can be achieved when leadership is driven by a commitment to equality and inclusivity. The Plateau State Government has set a benchmark in demonstrating that disability inclusion is not just a policy but a moral obligation,” Chief Gufwan stated.
The establishment of zonal offices, he added, will go a long way in ensuring that the needs of PWDs are met promptly and effectively, particularly in underserved regions.
Commendations from Disability Advocates
Dr. Lengnen Jurmang, Chairman of the Plateau State Disability Rights Commission, lauded the Plateau State Government for its proactive stance on disability rights and praised the Executive Secretary of NCPWD for his strategic vision. He noted that the creation of zonal offices reflects a pragmatic approach to addressing the challenges faced by PWDs in accessing essential services.
Similarly, the Chairman of the Plateau State Chapter of the Joint National Association of Persons with Disabilities (JONAPWD), Mr. Shindol Aaron, extended heartfelt thanks to the state government for its continued support. He used the platform to advocate for increased employment opportunities for PWDs within the state, emphasizing the need for economic empowerment alongside infrastructural development.
“We are grateful for this zonal office, but we also urge the government to create more job opportunities for PWDs. Empowerment is key to achieving true inclusion,” Aaron stated.
A Symbolic Gesture of Commitment
Representing the Executive Governor, the Honorable Commissioner for Land, Survey, and Planning, Hon. Peter Nyan Gai, underscored the administration’s dedication to inclusivity. He reiterated that Governor Mutfwang’s administration is steadfast in its commitment to creating equal opportunities for all citizens, regardless of ability.
Hon. Gai also announced that the Governor would personally attend the official commissioning of the office, a move that highlights the administration’s hands-on approach to promoting disability rights.
“The Plateau State Government sees this initiative as a foundation for greater collaboration with the NCPWD to uplift the lives of PWDs. This is not the end but the beginning of a sustained effort to ensure every individual has access to opportunities and resources,” Hon. Gai remarked.

The highlight of the ceremony was the symbolic handover of the building’s keys by Hon. Gai to Chief Ayuba Gufwan. This gesture, steeped in symbolism, marked the physical transfer of the office and the beginning of a new chapter in service delivery for PWDs in the region.
