NCPWD Urges National Assembly to Pass Disability Trust Fund Bill

The National Commission for Persons with Disabilities (NCPWD) has made an emphatic call for the National Assembly to pass the Bill establishing the Disability Trust Fund, a crucial piece of legislation aimed at supporting disability-inclusive programs across Nigeria.

During a two-day sensitization workshop on Disability Accessibility Regulations held in Abuja, Dr. James Lalu, the Executive Secretary of NCPWD, highlighted the significance of the proposed fund. Organized in collaboration with the Rule of Law and Anti-Corruption (ROLAC) Programme, the event brought together stakeholders to discuss the vital role of the fund in fostering disability-inclusive initiatives and interventions nationwide.

Dr. Lalu underscored that the Disability Trust Fund is essential for states that have not yet adopted the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018. He emphasized that the fund would serve as an incentive for these states to enforce disability accessibility regulations, ensuring that persons with disabilities (PwDs) can fully participate in all aspects of society.

“The capital-intensive nature of ensuring disability inclusion and accessibility cannot be overstated,” Dr. Lalu remarked. “Most of the states have domesticated the disability law, and some have even established agencies for Persons with Disabilities. However, making these laws effective and ensuring accessibility for PwDs requires significant financial investment. The Disability Trust Fund is designed to support these efforts, particularly in states that have yet to implement the Act.”

Dr. Lalu pointed out that while some states have made commendable progress by establishing institutions for PwDs, there remains a considerable need for financial resources to make comprehensive disability inclusion a reality. “Our interest in the Disability Trust Fund is to raise funds to support states that are yet to domesticate the Act, helping them to create inclusive environments for all citizens,” he added.

The workshop, which was attended by key stakeholders, government officials, and representatives from civil society organizations, aimed to develop a robust framework for tracking and monitoring the implementation of the Discrimination Against Persons with Disabilities (Prohibition) Act, 2018. Participants engaged in discussions on best practices for enhancing accessibility and ensuring that the rights of PwDs are upheld.

The collaboration between NCPWD and ROLAC reflects a broader commitment to the principles of inclusivity and anti-corruption. By addressing the financial challenges associated with disability inclusion, the Disability Trust Fund seeks to create a more equitable society where all individuals, regardless of their abilities, can thrive.

Dr. Lalu’s appeal to the National Assembly underscores the urgent need for legislative support to ensure that the Disability Trust Fund becomes a reality. “The establishment of this fund is not just about providing financial assistance; it is about affirming our commitment to the dignity, respect, and equality of all Nigerians,” he stated.
