In a bold move to bridge the digital divide and unlock new economic opportunities, the Gombe State Cybercafé Operators Association (GOSCA) has sealed a strategic partnership with the Gombe State Commission for Persons with Disabilities (GSCPWD) to roll out a comprehensive digital computer literacy training programme across the state.
The landmark collaboration was unveiled during an advocacy visit by GOSCA’s leadership to the Disability Commission, where the Association formally presented a proposal for a sustainable Information and Communication Technology (ICT) skills development initiative. The programme is specifically designed to empower persons with disabilities (PWDs), their children, and other vulnerable groups with practical digital competencies capable of transforming their economic prospects.
Technology as a Tool for Liberation
At the heart of the partnership lies a simple but powerful belief: digital skills are no longer optional—they are essential for participation in today’s economy.
Speaking during the meeting, GOSCA’s Acting Secretary, Abdulaziz Abubakar, described the initiative as a long-term intervention rather than a one-off training exercise. According to him, the programme will be structured as a continuous capacity-building platform, ensuring that beneficiaries receive sustained support and practical hands-on learning.
“This is not a symbolic gesture,” he said. “It is a strategic investment in people. When persons with disabilities acquire relevant digital skills, they gain access to education, entrepreneurship opportunities, and employment within the rapidly expanding digital economy.”
He emphasized that computer literacy now serves as a gateway to remote work, online business, digital services, and administrative opportunities—sectors that can reduce physical barriers and promote independence for persons with disabilities.

Responding to the proposal, the Executive Chairman of GSCPWD, Dr. Ishiyaku Adamu, commended GOSCA for what he described as a forward-thinking and inclusive initiative. He reaffirmed the Commission’s commitment to fostering inclusive development and breaking systemic barriers that limit access to opportunities for persons with disabilities.
Dr. Adamu assured the Association of the Commission’s readiness to collaborate fully, promising institutional backing to ensure effective outreach, coordination, and sustainability of the programme.
“Our mandate is to create pathways for inclusion and empowerment,” he stated. “This partnership aligns perfectly with our vision of enabling persons with disabilities to compete, contribute, and thrive in society.”
