Gombe State Govt Advances Disability Rights, Disability Bill Passes Second Reading

In a significant move towards inclusivity and the protection of the rights of persons with disabilities, the Gombe State government, under the leadership of Governor Alhaji Muhammadu Inuwa Yahaya, is making strides to fulfill its promise of an administration free from discrimination. A landmark bill titled “The Gombe State Disability Protection Law” and the establishment of the “Gombe State Disability Rights Commission” passed its first and second readings today on the floor of the Gombe State House of Assembly.

This bill, a testament to the governor’s commitment to running an inclusive administration, seeks to ensure that persons with disabilities (PWDs) are not left behind in the state’s developmental agenda. The legislation aims to provide a robust legal framework for the protection of the rights of PWDs, fostering an environment where they can thrive without facing discrimination or exclusion.

The bill’s progress in the House of Assembly marks a pivotal moment for disability rights in Gombe State. Sponsored by Hon. Shuaibu Adamu Haruna, the member representing Kwami East Constituency, the bill has garnered substantial support from other key legislators, including Hon. Musa Buba (Balanga North), Hon. Nasiru Abdulkarim (Dukku North), and Adamu Sale Pata (Yamaltu East) as co-sponsors.

The House Committee on Women Affairs and Special Duties has been tasked with scrutinizing the bill, with a six-week mandate to review and report back to the House for its final passage into law. This committee will play a crucial role in ensuring that the bill comprehensively addresses the needs and rights of PWDs in Gombe State.

In his remarks, Hon. Shuaibu Adamu Haruna emphasized the importance of the bill, stating, “This legislation is a vital step towards ensuring that persons with disabilities in Gombe State are afforded the same rights and opportunities as everyone else. It is not just a legal requirement but a moral imperative to create a society where every individual, regardless of their physical condition, can contribute to and benefit from our collective progress.”

The bill’s co-sponsors echoed this sentiment, highlighting the need for a legal framework that not only protects but also empowers PWDs. Hon. Musa Buba noted, “Our aim is to eliminate the barriers that have historically marginalized persons with disabilities. This bill is designed to provide them with the necessary support and opportunities to lead fulfilling lives.”

As the bill moves through the legislative process, it has garnered attention and support from various advocacy groups and individuals dedicated to disability rights. The anticipated establishment of the Gombe State Disability Rights Commission is seen as a transformative development that will oversee the implementation of disability rights and ensure compliance with the new law.

The commission will be tasked with addressing grievances, promoting awareness, and working towards a more inclusive society. This body is expected to be a pivotal force in driving change and ensuring that the rights of PWDs are upheld across all sectors in Gombe State.

Governor Yahaya’s administration has consistently emphasized its commitment to inclusivity and equal rights. This bill aligns with the broader vision of creating a society where every citizen, irrespective of their abilities, has the chance to participate and succeed.

The journey towards the full realization of the bill’s objectives is ongoing, and the active involvement of all stakeholders, including the legislative, executive, and civil society, will be crucial in its successful implementation. As Gombe State takes this bold step, it sets a precedent for other states to follow, demonstrating that true progress is measured by the inclusivity and fairness of its policies.

The passing of this bill will not only be a victory for PWDs in Gombe State but will also serve as a beacon of hope and a model for disability rights advocacy across Nigeria.
