Borno State’s Joint National Association of Persons with Disabilities (JONAPWD) has applauded Governor Babagana Umara Zulum for his groundbreaking initiatives to curb street begging among persons with disabilities (PWDs) in the state. The commendation was delivered by the association’s Secretary General, Malam Adamu Gaji Bukar, during an event to mark the 2024 International Day of Persons with Disabilities (IDPWD).
The celebration, themed “Amplifying the Leadership of Persons with Disabilities for an Inclusive and Sustainable Future,” was organized by the Borno State Ministry of Women Affairs and drew a host of dignitaries, including government officials, philanthropists, policy makers, and key figures within the disability community.
The event served as a platform to recognize and amplify the critical role PWDs play in building an inclusive and sustainable future while showcasing the government’s commitment to improving the lives of PWDs in the state.
Governor Zulum’s Commitment to Inclusion
In his address, Malam Bukar highlighted Governor Zulum’s exceptional leadership and the transformative policies introduced under his administration, which have had a direct impact on the PWD community.
“Governor Zulum has given us a sense of belonging with favorable programs aimed at improving our lives,” Bukar stated. “These initiatives are equipping us to contribute meaningfully to the development of Borno State.”
One of the standout achievements, according to Bukar, is the state government’s initiative to eradicate street begging among PWDs through financial allowances and vocational empowerment. Bukar described these efforts as “giant strides” and a testament to the governor’s inclusive leadership.
“Disability is not inability,” Bukar asserted passionately. “With the proper support, we can function in society just as well as our able-bodied counterparts. There should be no discrimination against PWDs; instead, there should be equal opportunities for all.”
The Role of the Ministry of Women Affairs
Bukar also heaped praise on the Ministry of Women Affairs and its Honorable Commissioner, Zuwaira Gambo, for their tireless efforts in addressing the needs of PWDs in the state.
“The Hon. Commissioner has been a pillar of support for PWDs in Borno State,” Bukar noted. “Her deep understanding of our needs and her unwavering commitment have made a significant difference in our lives. She has set a benchmark as the best Commissioner for Women Affairs the state has ever had.”
He further highlighted the ministry’s role in implementing policies and programs tailored to PWDs, emphasizing that these interventions have created a foundation for PWDs to thrive and fulfill their God-given potential.
Amplifying PWD Voices for a Better Future
The International Day of Persons with Disabilities provided a unique opportunity for JONAPWD to engage with the broader public on the importance of disability inclusion. Bukar expressed optimism that the event would usher in a new era of positive change for the PWD community and the entire state.
“Our participation in this global celebration is a call to action for everyone,” Bukar said. “We must enlighten the government and the public about disability rights and ensure that policy makers consider the needs of PWDs in their decisions.”

While commending the strides made by the government, Bukar urged state leaders to continue supporting PWDs and harnessing their talents.
“PWDs possess God-given abilities that can significantly contribute to society,” he stressed. “With the right support, we can overcome the limitations of disability and achieve greatness.”
He also warned against any form of discrimination, advocating for a society where PWDs are given equal opportunities to participate and excel.

As the event concluded, Bukar reiterated his gratitude to Governor Zulum and the Ministry of Women Affairs for their exceptional contributions to the welfare of PWDs.
“We commend this administration for its worthy cause,” Bukar remarked. “The allowance provided to us has significantly improved our daily lives, and the steps taken to end street begging are groundbreaking. These actions have given us hope for a brighter future.”
