Cross River JONAPWD donates wheelchair to a woman with disability, calls on government for more support

The joint National Association Of Persons with Disability (JONAPWD), Cross River State chapter has presented a wheelchair to a physically challenged lady Miss Usor Basset Itayip in Old Netim Community, Akamkpa Local Government Area.

Miss Usor who has been physically challenged for over 35 years as a result of Poliomyelitis has been confined to walking with her buttocks over the years.
 The gift which was part of the association’s social responsibility was presented to her by Mr Bassey Ekuri, aka Bossman the State secretary and Dr Job Napoleon a university Don in the university of calabar and Chairman of the state JONAPWD Board of Advisers and other members of the association’s newly elected executives.

Speaking during the presentation, Dr job stated that the association’s goal is to show love to one another and give hope and assistance to those with disabilities who are in dare need as they can’t be left only at the mercy of the government.
He further stated that the gesture will be continuous and also called on members of the public to change their mindset concerning disabled persons by looking at them as partners and agents in social transformation. 
he promised the family and other disabled persons to always be there to carter for their needs within their capacity.

 The state Secretary of JONAPWD Mr Bassey Ekuri, encouraged the recipient to use the wheelchair as a token of love as their administration commence their activities in the state.

 Other members of the association who were present while speaking to newsmen appealed to the governor Sir Ben Ayade to build an inclusive platform for persons living with disabilities in the state to thrive.
In Appreciation, the members of Miss Usor’s family showered praises and thanks on the association for remembering their daughter, they prayed for more resources for the association to carry out more of such gestures to other disabled persons in the state.

Persons with disabilities want Lagos laws enforced

Members of the Joint National Association of Persons with Disability (JONAPWD), Lagos State, have called on the state government to formulate policies that will make life bearable for Persons With Disabilities, while enforcing the implementation of its already established laws. They made this known at the weekend during the group’s congress.

Some members who spoke to The Guardian listed employment disparity, structural redesigning for easy access to public buildings, mobility with public transport, and guaranteed free healthcare for people living with disabilities, which are all contained in the Lagos State Special People’s Law signed eight years ago.

Miss Rotimi Adedoyin said many members of the body daily face the challenge of an arduous public transportation and the free passage granted to them to use the BRT buses for free is usually not honoured.

“Due to the fact that we are not eligible to pay when using the blue BRT buses, we face various shades of assault by operators who insist persons with disabilities should not only pay, but should also not be accorded the preferential treatment of not being allowed to queue. The Albinos among us even face worse treatment, as people find it hard to classify them as physically challenged persons.”

A man, who simply identified himself as Chuks, said life has been very difficult since he lost his back in a spinal cord injury shortly after gaining admission to the medical school. While adjusting to the reality of his new life by sitting all day on a wheelchair, he said government and humanitarian organisations could assist the body in area of skills empowerment.

The congress also saw the emergence of new leaders for JONAPWD in Lagos, with Mrs. Adedoyin Beyioku Alase handing over as chairman to Mr. Adebayo Adebukola, who defeated Mr. Dare Dairo in an election.

FG to establish university for deaf people in Abuja or Ogun

The Federal Government has reached an agreement with Gallaudet University in the United States for the establishment of a University for the Deaf either in Abuja or Shagamu, Ogun State.

The Nigerian National Association of the Deaf, which broke the news, also said that a series of meetings had been held with the National Universities Commission, Federal Ministry of Education, National Assembly leadership and the Joint Admissions and Matriculation Board on the proposed university.

Others involved in the meetings included the African Democratic Bank, Tertiary Education Trust Fund and many other stakeholders.

The promoters of the institution said that a site visit to Gallaudet University had also been scheduled to take place between October 28 and November 1, 2019.

The National Vice President of NNAD, Mohammed Adelani, stated this in an exclusive interview with The PUNCH on Monday in Abuja, during a programme to commemorate the international day of sign languages.

The event was organised by Disability Inclusive Development, Christoffel Blinden Mission, Inclusive Friends Association, Abuja Association of the Deaf and Joint National Association of Persons With Disabilities, with support from the National Human Rights Commission and British Council.

Adelani said, “Gallaudet University in the United States of America is the only Deaf University in the world. Many people with hearing impairment in Nigeria and Africa attend the university. It is the dream of everyone with this challenge in the world to have Gallaudet experience.

“So, to make it accessible to such class of people, Gallaudet University is making efforts to collaborate with Wesley University and Nigerian National Association of the Deaf to establish Gallaudet University campus in Nigeria so that they can have access to Gallaudet experience of all-round education.

“We are still at the foundation stage to get other relevant stakeholders from government and the international community. A series of meetings have been held with the NUC, FME, NASS, JAMB, World Bank, AfDB, TETFUND and many others.

“A site visit to Gallaudet University has been scheduled for between October 28 and November 1 2019 with many others willing to attend. It is expected to be the established at Abuja or Shagamu in Ogun State. The NUC is very much aware about the project and series of meetings have been held with the commission; they are very committed to the project.”

A joint communique issued after the event also called on the Federal Government to, as a matter of urgency, establish a commission for persons with disabilities to expedite action on inclusion process and mainstreaming disability in governance for the next level agenda. (Punch Newspapers)

MRTBN Conference: Health Minister assures adequate healthcare services for PWDs; Udom begs members to reduce charges for PWDs

Medical Rehabilitation Therapists Board of Nigeria (MRTBN) on 18th to 20th of September, 2019 organized her 2nd International Conference on Medical Rehabilitation Professionals in Abuja with the theme Strategic Initiatives for Sustainable Medical Rehabilitation Services in Nigeria and Sub-Sahara Africa.

The Chairman, Governing Council, MRTBN Dr. Mrs. Umo Edem Udom in his opening speech thanked all members and organizations who registered to participate at the conference and urge them to put in practice the positives that will emerge from the conference. In special way, she welcomed the persons with disabilities invited, regarded them as their most important guests because without persons with disabilities, there will be no need for medical rehabilitation.

The Registar/CEO, MRTBN Dr. Mrs. Akanle Olufunke in the same vein welcomed the all participants, spoke on the objectives and the overview of the conference. She singled out and recognized all the dignitaries at the event. she urges the persons with disabilities at the event to feel free to ask questions because the conference is meant for address the medical needs of persons with disabilities.

The Permanent Secretary, Federal Ministry of Health Abdulaziz Mashi Abdullah who represented the Honourable Minister of Health Dr. Osagie Ehanire in a message from the Minister expressed government commitment towards strengthening medical rehabilitation and plights of persons with disabilities is in the priority list of this government which was shown through signing disability rights bill into law, he assured that government is working tirelessly to ensure that there is availability of adequate healthcare services for Nigerians with disabilities.

The conference also featured presentations; Inclusion of Equity Insurance for the Rehabilitation of persons with disabilities- Prof Mohammed Nasiru Sambo-Executive Secretary, NHIS, and The use of Accurate data in Planning and Development of Physiotherapy and other medical rehabilitation professionals in Nigeria by Dr. Emmanuel Meribole, Director, Health Planning, Research and Statistics, Federal Ministry of Health.

The members of the board in responses to some questions raised by (Comrade Bala Tsoho, a person with disability and the principal of FCT Rehabilitation Centre, Bwari, Abuja on the need for the board to recommend to the government what a standard rehabilitation centre should be and Esther Akor, the expensive nature of physiotherapy services and how persons with disabilities can access effectively access these services) promised to include the specification of a standard rehabilitation centre should be in Nigeria in their communique at the end of the conference. Dr. Mrs Edem Umoh pleaded to members to reduce the charges to persons with disabilities and in some cases give the services free to persons with disabilities.

On the third day of the conference, free physiotherapy services were offered to some persons with disabilities from the FCT Rehabilitation Centre, Bwari Abuja. This was made possible by some professionals who volunteered to offer these services free at the event.

The conference witnessed the presence of Physiotherapists, Occupational Therapists, Audiologists, Speech Therapists, Orthotics and Prosthetics, Chiropractic and Osteopathic Medicine Practitioners, Physicians, Nurses, NGOs on Disabilities, Disabled People Organizations, Patients, Government Officials, Students and the general public.

Association of Lawyers with Disabilities in Nigeria (ALDIN) with the support of Disability Rights Fund on Thursday, 12th September, 2019 hold a press conference in Abuja with the theme (Advocacy for Accessibility of the Justice Administration System To Persons with Disabilities.

Association of Lawyers with disabilities in Nigeria (ALDIN) as the name implies is an association of Lawyers with disabilities whose major aim is to advocate for a better society for all persons with disabilities. Engaging the stakeholders in justice administration system in Nigeria particularly the judiciary and police to enhance access to their facilities by PWDs which will improve access to justice by Nigerians with disabilities. ALDIN dedicates to assist persons with disabilities get justice whenever they are discriminated up or if their rights are violated.

The president of ALDIN, Barrister Daniel Onwe speaking on behalf of the association, expressed his displeasure towards the unfortunate irony that the justice administration system in Nigeria particularly the judiciary and police do not contemplate the existence of PWDs. He explained that the court environment in Nigeria were designed without the consideration of persons with disabilities. The court buildings are characterized with upstairs with no ramps and elevators and the resultant effect is that when the right of a person with disability is violated and he or she is to seek justice in the law court, the court will be no go area because he or she can’t access the court rooms, no sign language interpreter  to accommodate the deaf in our courts. There are absent of braille materials or other assistive facilities for the blind in our courts. Facilities to cater for the peculiarities of persons with psycho-social disabilities are also absent.

It is the same case with the police, the architectural setting of most police stations in Nigeria tells PWDs that they are not welcome. The deaf are on their own whenever they are at the police station to file complaints, there is no sign language interpretation. No access for the crutches and wheelchair users. Persons with psycho-social disabilities are treated as laughing stocks when they are at the police stations to lodge complaints.

It is disheartening that lawyers with disabilities whose their livelihood depends on engaging with justice administration system found it very difficult to access the courts, in some cases, lawyers on crutches and wheelchairs are dehumanized to the extent that they will crawl in all four or carried like little babies before they can access the courts. A situation which hampers their dignity and affect their career progression because not every client would engage the services of a lawyer who will crawl or carried into the courtroom.

He expressed worry about the discrimination PWDs face in employment opportunity and even when they get job, they are not treated equally like others. The propagation of the rights of 27 million Nigerians with disabilities largely depends on the Lawyers with disabilities and if lawyers with disabilities cannot access the justice administration system, imagine the fate of other persons with disabilities.

He calls on Federal Government to show commitment as a matter of urgency, set up the National Commission for Persons with Disabilities to spearhead the implementation of the Discrimination against persons with disabilities (Prohibition) Act, 2018 which makes access to public buildings for PWDs mandatory and prohibits discrimination, in any form, against persons with disabilities.

ALDIN beckons on the chief Justice of Nigeria, President of the court of Appeal and the Chief Judges of the Federal High Court across all the states and FCT to make courtrooms and their environment accessible because access to the courts is the right of every Nigerian including People with disabilities.

In the same vein, ALDIN calls on the Inspector General of Police and the Commander-General of the Nigerian Security and Civil Defence Corp to make their stations, offices as well as their procedures accessible to PWDs.

ALDIN frowns at the Nigerian Bar Association (NBA) for playing the ostrich and urge them to take their rightful place in championing the cause of PWDs and other downtrodden.

Barrister Daniel Hinted that ALDIN in the course of carrying out this project shall be collaborating with the Nigerian judiciary and the Nigerian Police as well as other relevant stakeholders. There will be training programmes for government agencies, corporate bodies in this subject matter in line with disability laws in the states and the Federation.

He urges Nigerians to joins hands with ALDIN to make our entire society inclusive for persons with disabilities which is not just for the good of PWDs alone but it will foster the development of our country Nigeria.

ALDIN while responding to some questions raised by the media promised to fight for justice for every person with disability, they urge PWDs to come forward and report their cases to the association whenever the rights is being violated.

Theophilus Adudu of Disability Rights Fund (DRF) in his message urge organization of persons with disabilities to always apply whenever DRF call for application because DRF is open to support organization to carry out their objectives. He commended the ALDIN for reaching out to DRF to support this project and he promised ALDIN that DRF will always be there to support them in the course of carrying this project.

Prince Paul Adelabu, the Chairman, Board of Trustees JONAPWD in his goodwill message praised the ALDIN for the role their members played in drafting of the Disability Right Bill, now the Disability Right Act. He informed the public that ALDIN have fought many battles and won and he urged ALDIN to continue with the work they are doing.

The press conference witnessed the participation of the Executives and members of ALDIN, other persons with disabilities drawn from different clusters of disability and notable print and electronic media houses.

The highlight of the event is the unveiling of the project IEC materials which was done by the ALDIN President, Barrister Daniel Onwe. IEC materials were displaced in the presence of the media, posters and stickers with different message inscribed on them for awareness creation on the project.

In Qualitative magazine, we wish ALDIN well on this project and as a media outfit dedicated to advocate for rights of persons with disabilities, we will collaborate with them to ensure that the objectives of this project are met.

My Abilities 003: Disability and the Workplace

Hello Dear Readers, Can I ask you a question? Are you a Recruiter, a Human Resource Manager, an Employer, a CEO, a Founder, an Entrepreneur, a Business owner, an Employer of labour and so on and so forth? Is your answer Yes? Good. Congratulations to you. I sincerely acknowledge your esteemed position and achievements. Now can I ask you another question? ?

Nigeria has an estimated number of 25 million persons living with disabilities out of an estimation of 200 million citizens (children and senior citizens included). The question is this: How many persons with disabilities are employed in your establishment, company, organization or workplace?

Unusual question right? I know. I’m literally wondering why I’m questioning people about their choices of who they should and should not employ.

But what exactly is your reason for not hiring a person living with disabilities? Deep down you and know it is because of your prejudices, your innate ability to discriminate against another human you share the same air with. Your narrow-minded skills that span between stereotyping others and confining them in a box that is filled with misconceptions like; “they are unable to work and that accommodating a person with a disability in the workplace is expensive. (UN confirmed it too).

I apologize if those came out improper. Trust me I didn’t mean to offend you. I should give myself a knock on the head for my bad manners, right? Okay, I just did. Let’s move on to other things more informative.

Facts you probably didn’t know

  • Did you know that persons with disabilities have the most sought after skill by recruiters? Problem-solving skills. Yes. Don’t even doubt it. For someone who is capable of overcoming day-to-day life operations regardless of his/her disability, s/he has a remarkable problem-solving ability.

Think of those mornings you woke up and felt weary with pains all over or you felt so sick that you thought you might not be able to maneuver simple tasks like teeth brushing. You have those amazing kids now, but can you remember when you were pregnant and life very existence felt bleak. Everything appeared strenuous as well as irritating? What of the moments you realized you would be making a presentation before that intimidating delegation of directors etc, you worried you will make a fool of yourself because you are lacking in one area or the other.

Now imagine a person with disabilities waking up to that physical pain daily or another steadily fretting about making a fool of himself or herself because visual, hearing or other body organs refused to corporate. While pregnant, you had hope of returning to normalcy after 9 months but someone else has accepted the strenuous life till thy kingdom comes. Yet this person is proficient enough to conquer these difficulties and have a life. What other problem-solving skills are better than that?

  • Another informational fact; Did you know that persons living with disabilities have developed an innate capability to use their available sense organs more than others? Too hard to decipher? What I mean is that a person with disabilities can make use of their sense organs more than someone without any disabilities.

Aye! Can you hear your name and without turning, determine the exact distance in which it is coming from? You will definitely look to know that. Can you look at someone’s mouth while speaking and know exactly what he or she is saying without hearing them? Have you tried putting make-up, clothes, cooking, etc, with one or no hands? With 5 hands I can’t successfully apply powder myself, I abhor cooking, clothes and I are not friendly too. So let’s give a standing ovation for those who can do all these and more.

And yet you still see them as being incapacitated? No love. They are more able than you. In areas, we cannot even imagine. Now remind me why you are omitting these problem-solving skills and talents in your workplace again? Receive sense today I pray thee!

  • So asides PWDs having exceptional skills, who told you they would be expensive or difficult to deal with at work? So because you have to install a ramp or any other aid, you now assume PWDs are expensive to maintain. In that your workplace, are there no bathrooms there, did anybody traumatize you for having a need for a bathroom? Some things are called basic amenities. And you have five years to make your offices disability friendly, a law in Nigeria. Obey it.
  • And how do you reckon someone with the problem-solving capacities I listed above will depend on you totally? You lend a hand, a push or anything of the sort, you now think yourself a god dishing out aids. Mba! It is called “kindness” and you receive it every day from humans too.
  • And how do you even do business without coming in contact with any of the 25 million Nigerian PWDs? And when you do come in contact, how do you understand their needs when you have none working for you?

Benefits of employing Persons with Disabilities

  1. Employing persons with disabilities is a law in Nigeria and you as a law-abiding citizen has to obey the laws.
  2. Do you realize you are recruiting the best employees ever with PWDs? Strong work ethic (to prove that they can do it), intuitive, problem solvers, ability to work under pressure/difficult situations (already living a rigorous life so yeah), ability to accept criticism (constantly being at the receiving end of absurd stares/questions is the height of criticism), adaptable to any environment (they adapted to the disability), creative thinkers (they think up new ideas to make life easier daily).
  3. And what’s more fascinating is that among the 25 million PWDs in Nigeria, you can get all kinds of skills, degrees, talents, and capabilities. So what’s stopping you from doing what’s best for your establishment?

DISASTER MANAGEMENT: Attend to Persons with disabilities first during Emergencies, they are more vulnerable.

Comr Mohammed Abba Isa is a person with disability and a disability rights advocate.

I want to bring this advocacy message to the actors working in emergency and disaster risk management at the local, national or international level, and in governmental or nongovernmental agencies, are required to ensure that both mainstream and specific support are available and accessible to people with disabilities in emergencies.

During emergencies, the worst hit is Persons with disabilities and it increases the vulnerability of Persons with disabilities and create new generation of persons with disabilities due to the Injuries.

Persons with disabilities are more vulnerable during emergencies because it is difficult for them to escape from hazards, in the process, they may lose essential medications or assistive devices such as spectacles or hearing and mobility aids; which may lead to leaving them behind if a community is forced to evacuate. People with disabilities may also have greater difficulty accessing basic needs, including food, water, shelter, latrines and health-care services during these disasters and emergencies.

There is need for constructive engagement with stakeholders and humanitarian actors in rapid response on emergency recovery with a phase to be adopted “Build back better” mechanism to ensure that reconstructed infrastructure is not only more resistant to future hazards, but also more inclusive of vulnerable populations, including persons with disabilities, the elderly, and pregnant women.

POLITICAL INCLUSION: Cedar Seeds urges IPAC to engage political parties to create disability desk officers, accessible offices, reduce high nomination fees

Cedar Seeds Foundation on Tuesday 10th September, 2019 organized a media chat with political parties titled Inclusive Governance in Nigeria of Political Parties. This project by Cedar Seeds ably sponsored by Mac Arthur Foundation is geared towards encouraging political participation of persons with disabilities in Nigeria. The project intends to engage the stakeholders in the view raising awareness on the need to create an enabling environment for the persons with disabilities to compete favourably with other persons in the political space.

The Founder of Cedar Seeds Foundation Lois Auta in her remarks pointed areas where political parties need to improve in order to ensure inclusion of persons with disabilities in politics. She urged the political parties to solve the problem of physical access to party secretariats, address the issue of high nomination fees because most people with disabilities can hardly afford daily expenses to let alone buying exorbitant party nomination fees, create disability desk officers, involve the persons with disabilities in the formation of their executives, introduce more friendly ways of communication to enable persons with disabilities access information coming from their parties because lack of information affect the participation of persons with disabilities in politics, include the interest of PWDs in their manifestoes, create deliberate plan to nominate and sponsor PWDs in their parties.

She lamented that not much has been done by the political parties to encourage the participation of PWDs in the affairs of their parties. Most of the party’s secretariats are not accessible, few political parties mentioned PWDs in their manifesto and the procedure for nomination totally excluded PWDs. She reminded that the rights to vote and be voted for is enshrined in our constitution and every Nigerian up to the age of 18 posses these rights and should not be denied.

The IPAC chairman Chief Peter Ameh speaking on behalf of the political parties acknowledged that democracy will not be say to be democracy when you did not involve the participation of all the people. He assured that the political parties would do more to encourage the participation of PWDs in Politics and that should start from engaging all the political parties to create a disability desk office because you can deal with people better when you understand them better and having a desk officer will provide that opportunity for political parties to properly include PWDs in all their activities. He promised that IPAC will continue to engage with Cedar Seeds Foundation to ensure that this is done and their door is always open for more collaborations to ensure full participation of PWDs in political process in Nigeria.

The event witnessed the participation of chairmen and representatives of five political parties, IPAC chairman and some of his executives, members of the media and Persons with disabilities.

The event was interactive, people with disabilities and members of media seek clarifications from the Panelists which is the IPAC chairman and representatives of the political parties through questions. They all made commitments to include persons with disabilities in their party activities.

At the end, IPAC Chairman, Chief Peter Ameh proclaimed that IPAC under his leadership will be engaging the services of sign language interpreters in all their events to carry along all PWDs.
