As Africa Celebrates Polio-Free Status, Nigeria Says Battle Not Over

ABUJA – Misbahu Lawan Didi became paralyzed in both legs after contracting the polio virus as a child. 

As a lover of games, he was unable to enjoy his favorite sports with his able-bodied counterparts. In 1988, he founded para-soccer for disabled polio survivors to play. 

Not long after, he also played a part in creating Nigeria’s Polio Survivors’ Association. The aim was to use survivors’ stories to drive awareness and vaccinations.

“Many people were rejecting treatment based on what they believed. Some believed it is Western manipulation to reduce the number of Nigerians; some believed in the religion of Islam that it is not accepted,” Didi said. “Everybody had their own beliefs and the government always found it difficult to get to some people because they have already decided not to take the oral polio vaccination.” 

The game which Lawan started as a young man has become a national sport with a major tournament held each October to mark World Polio Day.

Polio survivors like Bello Abdullahi, who have been a part of the game since 1997, are para-soccer stars. 

He has also made enough money to do business and support his family.

“Through the sport I got a house in FCT (Abuja), I have been doing small business,” Abdullahi said. “If you look down there,” he points, “you’ll see my refrigerators — two of them. I got the money to buy the refrigerators through sports.”

A 43-nation region in Africa was certified polio-free on August 24 after Nigeria, the last country on the continent to report cases, had not seen an instance since 2016, when cases surged during unrest in the Borno region.

Faisal Shuaib is executive director of the National Primary Health Care Development Agency. He said an insurgency involving Boko Haram militants stalled progress made against polio. Boko Haram has been fighting to carve out an Islamic caliphate based in Nigeria.

“We could not access kids behind the enemy lines,” Shuaib said. “When the kids started coming out then it became obvious that there was still some transmission going on in Borno around the lake Chad region. But beyond all of that, there was insecurity as a result of the Boko Haram insurgency, that is what created many communities that were inaccessible.

The victory for the African region comes more than two decades since Nigeria joined the fight to eradicate polio in Africa.

While many celebrate, Shuaib said it’s important to remain vigilant.

 ”As long as we continue to have two endemic countries — Pakistan and Afghanistan, then there’s always that potential that there’ll be importation of the wild polio virus to any African country, to Nigeria as it were,” Shuaib said. “So, of course, that concern is there.”

A disability rights group in Nigeria estimates 40% of people with disabilities in the country are polio survivors, and that most of them live in abject poverty. 

Beyond Nigeria’s polio eradication, polio survivor Misbahu Lawan Didi says he will keep working to give other survivors hope through sports.

TQM boss tasks Disability Commission appointees on performance, lauds Buhari for promise kept

The Executive Director of The Qualitative Magazine TQM, the foremost disability advocacy magazine in Nigeria, Comrade Chris Obiora Agbo has expressed his gratitude for the appointment of members of the governing council of National Disability Commission.

Speaking on Tuesday in Abuja, the Publisher thanked President Muhammadu Buhari for being a friend to persons with disabilities by listening to the agitations and kept his campaign promise of signing disability bill into law and establishment of a commission as it is enshrined in Disability law.

He used the opportunity to appreciate all those that were part of the struggle for over 20 years and he urge those appointed not to forget that this is a collective struggle so all their actions must be for collective good.

He congratulated those that were appointed and implore them to keep their doors open for those with geniue ideas and they should know that they are representing those who have suffered for years and this is the only hope for a liberation.

He implored them to get the ground running because there is a lot to catch up especially in the area of awareness creation of the Disability law and engaging of the stakeholders to understand their roles in the implementation.

“There is no time, there is a lot of work to do, it is an opportunity of a lifetime for Disability community, let’s capitalize on it. Mr. President has done his part, it is now left for us to do our own part. Let it not be that we have failed ourselves” he said.

He called on states who are yet to have a disability law to do immediately and establish a commission or board to oversee the implementation.

JUST IN: Buhari approves the appointment of James Lalu and others as officials of National Disability Commission

The President, Major General Muhammadu Buhari (retd.), on Monday, approved the composition of the governing council of the National Commission for Persons with Disabilities.

He also appointed Mr James Lalu as the commission’s Executive Secretary.

These were contained in a statement by the Special Adviser to the President on Media and Publicity, Femi Adesina.

The statement was titled “President Buhari approves appointment of chairman, members of council and Executive Secretary, National Commission for Persons With Disabilities.”

The statement read, “President Muhammadu Buhari has approved the composition of the Governing Council and appointment of Executive Secretary of the National Commission for Persons with Disabilities in line with the Discrimination Against Persons with Disabilities (Prohibition) Act 2019.

“According to the Act, the commission shall be headed by a part-time chairman and six members who shall be persons with disabilities representing the geo-political zones of the federation subject to confirmation of the Senate for a four-year term of office in the first instance and may be reappointed for a second term of four years and no more.

“The Executive Secretary, who shall be responsible to the council for the implementation of the policies and administration of the daily affairs of the commission, shall also be a person with disability with a five-year tenure in the first instance, and may be reappointed for a second term and no more.

“Below are the names, designations and geo-political zones of members of the management of the commission: Dr Hussaini Kangiwa – Chairman – North West; Oparaku Jaja – Member – South East; Philomena Konwea – Member – South South; Omopariola Oluwasola – Member – South West; Amina Audu – Member – North West; Mrs Esther Awu – Member – North Central; Abba Ibrahim – Member – North East; and James David Lalu – Executive Secretary – North Central.”

Borno Distributes Relief Materials to 3,200 Families of PWDs, Widows and the elderly

Borno State Government has distributed assorted food items to 3,200 families in a suburb of Maiduguri, the state capital.

This is part of effort to cushion the economic hardship in the state.

Distributing the items, which included rice, tomato paste, seasoning, salt, cooking oil, noodles, maize flour and condiments, to the people of Zabarmari community in Maiduguri, the Chairperson of Borno State Emergency Management Agency (BOSEMA), Hajiya Yabawa Kolo, said the gesture was part of the ongoing government’s efforts to support the low income population in the state with palliatives.

Kolo added that the donation was to support the vulnerable segment of the society, which were undergoing hardship as a result of the COVID-19 pandemic and insurgency.

Kolo, who doubles as the Secretary of the Palliative Response Committee in the state, explained that some of the beneficiaries included persons with disabilities, old people and widows as well as other low income earners.

She said the state Governor, Prof. Babagana Zulum, is seeking to provide quality governance and leadership by giving a sense of belonging to all segments of the society in the state.

According to Kolo, “The 10-year-old insurgency has affected economic activities, including farming and other forms of livelihood of the people.

“This support will surely go a long way in putting smiles on the faces of the people.” This Day.

The Chief Executive Officer, La Mode Magazine, Sandra Odige, has called for the full implementation of the Nigeria Disability Law, noting that doing that will offer a lifeline to persons living with disabilities.

Odige, who noted that with about 25 million Nigerians living with one form of disability or the other, the nation cannot afford to say it will not take adequate care of people in such a situation.

Commenting on the law at a function in Lagos, Odige, who is also the Founder of La Mode Magazine Disability Foundation, described the law as a sort of protection for persons living with disabilities, so that they too could contribute their quota to the development of the society.

“Our Foundation empowers persons with disabilities by providing job opportunities, skills acquisition training and support. It also advocates and creates awareness for persons living with disabilities. It is an advocacy awareness foundation, where persons with disability are given a voice.

“The signed Nigeria Disability Bill emphasizes the right to life, equality, and non-discrimination of persons with disabilities. As a foundation, we also create awareness on the need for people to show love and support for persons with disabilities. There are about 25 million Nigerians living with disabilities.

The signed Nigeria Disability Bill if properly implemented, will provide for the right to free education, free healthcare, prohibition from segregation, right to work and employment. “This bill also provides for the right to participate in politics. Persons living with disabilities are also human beings who did not choose their paths for themselves.

” Odige also said her FashMode Reality TV Show and La Mode Competition, where winners are financially empowered to become successful and self reliant, “have touched several lives positively, especially as it empowers youth to chase their dreams.” Also, speaking on the challenges facing businesses nowadays, she harped on the need for business owners to remain consistent and determined, so as to adapt to the new world order.

“For any entrepreneur to remain relevant in these times we are, it will take determination, zeal, and courage. For one who is focused,  giving up should never be a solution no matter the challenge(s ) we are faced with and still facing. “I will also not take consistency away from this discussion. You have to be consistent right from day one. I mean from the really rough and tough times of building and rebuilding your brand, even in this period.

“These are the key principles of my brand till this moment, and today, I can proudly say, it has been rewarding. And as always, my life mantra is that, ‘it’s achievable and you are unstoppable if you put your mind to anything.”

As a public relations expert who significantly, has made many brands and individuals more visible and relevant, she advised that youth must see challenges as a propelling factor for success.

ALL PROGRESSIVE CONGRESS (APC) CHRONICLE FOR DISABILITY INCLUSION

Since independence the political participation of all categories of persons in political and democratic process in Nigeria is appreciative by the day, from first republic to date concerns on inclusion and participation of persons with disabilities has always been the campaign and agitation from all corners. The campaign which was mostly driven by human right activists and other disability actors achieved little because it was handled using the lens of charity model with campaigners mostly applying pity, tokenism and medical approaches.

At the beginning of the fourth republic while other groups like women, youth are agitating for recognition and inclusion some disability actors also form a strong movement aim at achieving inclusion but this time with the objective of having legal frame work that will prioritize , promote and protect persons with disabilities from all kinds of discrimination and stigmatization. After decade of consistent campaign, advocacy and high level of engagement the dream was still far from been over because no political leader seems to understand the psychology of disability and how political will and commitment can eradicate the age long stereo-type, discrimination, stigmatization, cultural dehumanization, religious mockery and self defeat accompanied by societal deprivations.

The political leadership was clueless, the political parties were insensitive, and the government structures lack knowledge. The civil societies frustrated and the disability movement confused and divided.

Building up to 2015 general election the atmosphere was tense with all human right actors calling the government of the day to consider and passed the Nigerian disability Act hoping if that is achieved persons with disabilities will have a level playing field to adequately participate in all electoral and political processes in the country. Behold that hope was also dashed.

Realizing the gab in approaches and methodology of engagement that failed the previous attempt to secure legislation persons with disabilities regrouped , reappraise and rejuvenate the processes and engagement by identifying key stakeholders of the society, and that engagement was fruitful, entry point was established. In 2014 when effort was on to form the All Progressive Congress (APC) the founders were magnanimous enough to identify persons with the disabilities as key stakeholders by not only recognizing their vulnerability but creating space for them at every structure of the party. To further demonstrate their commitment the then campaign council of Gen. Muhammadu Buhari appointed a member of the disability community Dr Samuel Ankeli as director disability affairs.

Subsequently, to again practically demonstrate their passion, desire and commitment the All Progressive congress at their convention elected a person with disability Hon. Misbahu Lawal Didi as the national disabled leader who was also part of the national working committee of the party. The reign of Hon. Misbahu brought so many glowing achievements to the community of persons with disability at large. First it was strategic positioning of zonal leaders of persons with disabilities and his participation at various engagement of the party giving it disability image both in the party secretariat and in the presidency.

Secondly because of the passion of the party and it commitment, the York of barriers, discrimination and stigmatization was also brought to an end by the president signing into law the long awaited Discrimination against Persons with Disability (Prohibition) bill 2018 which previous government vehemently denied assent.

While the leadership challenges befallen the party at a stage cannot be denied or totally discounted and it consequence effect on participation of members, the party All Progressive Congress (APC) remain focused and determine on disability inclusion as enshrine in the spirit and letters of the party’s constitution. Again is pertinent to note here that is one thing to have a law and is another thing to be implemented to the letter so, one would not be wrong to state here that All Progressive Congress has and will continue to have persons with disabilities in their agenda of planning and implementation.

Again, the party was engulfed in leadership tussle. Many analyst and political ponders comments on the future of the party whether it will exist afterward or not but for an average person with disability concern was whether persons with disabilities will have platform like APC again ? Whether inclusion shown in the party’s structures from national to state can be replicated by any party? The divergent views and thought expressed by persons with disabilities on different platform become so worrisome to average disability actor.

As a legacy party whom ideology, principles and aspirations for better Nigeria is never doubted or conceived in bad light quickly swung to action with the leader of the party and President of the federal republic of Nigeria Muhammadu Buhari GCFR adopting the call for national Executive council meeting of the party.

Meeting was ongoing expectedly Nigerians with disabilities were anxiously waiting for the outcomes, little moment later news broke with NEC disbanding the NWC and forming an 11 man National Caretaker and Convention Committee to be headed by another disability friendly Governor HE. Mai Mala Buni MASTER OF INCLUSION as being called in Yobe state.

The inclusion of person with disability in the committee didn’t come to us as a surprise considering the antecedent of the party. But what was so euphoric and ecstatic was the personality so appointed Dr. James Lalu (Phd).

Dr. James is an amazing, dogged, resilient politician with good record of service to humanity in general and persons with disabilities in specific. A two term special Adviser to Plateau state governor on disability affairs, a former member and Chairman Plateau state disability right commission, former representative of persons with disability at All Progressive Congress national convention etc . Lalu as we fondly call him is a disability development expert with years of experience and expertise in disability engagement globally. And that’s why Nigerians with disability never doubted his competence to take disability inclusion to the greater level.

Today Dr. James achievement in a shorter period speaks volume, in an unprecedented manner persons with disabilities are now engage in national assignment with numbers of them been part of national campaign council which has never happened before, today through his office international organizations are building the capacities of leaders of persons with disabilities in the party. This giant stride is commendable and it is our hope others will learn from this.

All Progressive Congress (APC) the party of my heart and soul, the most inclusive party of my generation and the generation before mine, the disability sensitive party , the party for all ……..

DADI introduces AccessTech to enhance blind students access to learning materials

Disability Awareness and Development Initiative (DADI) is providing a CBT Basic Education Certificate Examination (BECE) practice testing platform for blind students.

The program is imperative because the “Success Box” application introduced by the Lagos State government is difficult to use for blind learners.

In a presss release signed by Emmanuella Akinola Director, Programs, DADI, she informed that the platform created by AccessTech is completely accessible via screen readers on IOS, Android and window based systems.

According to The Executive Director of DADI, Mr. Opeolu Akinola; “blind students need to have equal access to study materials, especially during the COVID-19 pandemic when there is limited help from sighted colleagues. This is why we are providing texts in accessible digital formats in our state-of-the-art book transcription facility. Currently we also service blind students at the University of Lagos.

Throwing more light on the CBT testing platform, Emmanuella Akinola, AccessTech Program Director, the test covers past questions from 2017 to 2019 BECE exams. NDE boss promises 5 percent employment opportunity for PWDs

The Director General of The National Directorate of Empowerment, Dr. Nasiru Ladan Mohammed Argungu on Thursday after a meeting with delegation of The Albino Foundation(TAF) led by the founder of the Foundation, Jake Epelle, expressed optimism to work to ensure 5 percent empowerment opportunity as it is stipulated in Section 29 of Discrimination against Persons with disabilities Prohibition act 2018 which states that all employers of labour in public organizations shall as much as possible, have persons with disabilities constituting at least 5% of their employment.

In a chat with The Qualitative Magazine TQM, Chris Agbo, he said that the delegation asked for 5 % employment opportunity which he promised to fulfill and he would be put a team together from the TAF delegation and NDE to come up with modalities in terms of various trainings to see how they can take it up from there. When he asked about the inaccessibility of NDE building which may be an obstacle for wheelchair and clutches users who would want to have access to the programmes of NDE, he said that he apologized to Chris Agbo who is a wheelchair user saying that immediately he was informed that a journalist on wheelchair is among the pressmen that came to cover the programme, he decided to come downstairs to have media chat so that Chris Agbo can participate.

“We have stayed in this building for 30 years and we are under rent, Federal Government have given us a place and it is under renovation, soon it will be done and we will relocate to the place which would be very accessible” he explained.

COVID-19 Palliative: DEPOWA donates Cash, PPE and food items to PWDs and other vulnerable groups in FCT

Defence and Police Officers Wives Association (DEPOWA) on Wednesday in Abuja donated cash, PPE, wraps and food items to over 60 persons with disabilities, widows and orphans in FCT.

According to the President of the group Dr (Mrs) Omobolanle Olonisakin, the gesture is to cushion the effect of COVID-19 economic challenges on Persons with disabilities and other vulnerable groups. She also said that the items given would go a long way to cater for the households of the beneficiaries for some days.

The beneficiaries got the following items each, cash of 5, 000 naira, a wrap, a cartoon of 120g of indomie noodles, 3 litres of groundnut oil, hand sanitizer, face mask, 25kg of rice, 5 kg of beans, two packets of sugar, 500g of Bournvita, 350g of threecrown milk, a sachets of macaroni.

PWDs at the event were elated by the gesture and some of them who spoke to The Qualitative magazine TQM regarded the palliative as one of the best they have received and it will go a long way to sustain them. They appreciate the group and pray that God replenish their pockets.
